my Tecumseh eng will not start/it powers a Toro Snow blower?

My 2cycle Tecumseh eng will not start,i have fresh fuel (mix gas&oil)new spk plug,and i am getting a good spark to the plug.the carb has been cleaned,if i feed the carb with fuel,it will keep running,
Another ???, is does this eng have valves,1) intake.1)Exhaust,i can't eather one.
