Only large radiators, say 2m and longer may need the bracket inserts to stop the radiator making a noise when it expands or contracts. However in my 40 years experience of Stelrads the bigger the radiator, the heavier it gets and the more difficult it is to get it to hang first time on all four hooks without dislodging any of the inserts.
I remove my radiators everytime I decorate and they all go back without the bracket inserts and I dont have any making thermal expansion noises.
If you must, go to a stelrad stockist and they will have loads lying loose on the floor behind the racks, but I wouldn't bother.
