why cooker rings are very hot even at the lowest setting?

I have a Creda aspire solarplus,
The ceramic rings front left and back left rings are very hot even when the control knob is just at the barest minimum on, even below the 1 setting.
Is there anything that controls the temp?

they are on or off but they should stay on longer when at the higher heat than at the lower heat.this is how they control.if at low heat they don't go on and off quicker than a ring set at higher setting you have an issue.new ring or energy regulator
