electric windows ford fusion 03 late?

sometimes my windows would not work n all i got was a clicking noise on both doors when they work normally there is no clicking noise today they both got stcuk half open, took the door panel off measured on the plug going to the motor 11.90 volts windows refused to work with a clicking noise on both doors everytime i operated the windows switches (either left or right) measured the voltage under load ( connected to the motor) it was almost ZERO i believe the clicking noise is coming from the central locking when i operaate the windows, what is causing this? not checked the motor on a 12 volt direct from the battery yet, but that wont solve the problem anyway, my questions why does the CL makes this clicking noise everytime i operate the window switches? (when the windows work ormally there is No clicking noise from the CL) why do i get almost zero voltage under load how can i solve this? the many thx for your advice in advance
