hitachi hdc-1495e/hdc-1495ep

i am trying to take a pic on my camera.
when the camera is switched off, the lens is still extended outwards.....when not in use the lens should retract.
when i turn the camera on it makes an intermittent bleeping sound.
any ideas what could be wrong?
