tumble dryer problem?

put new belt on tumble dryer and it wont spin but the motor spins when i take the belt off

it is the cap that is faulty

does the drum move freely by hand and with the belt around the drum does it ALL turn freely?.If it does, start the dryer up and VERY CAREFULLY with the top off push the drum around by hand and see if it starts turning.If it does it could be a faulty capacitor attached to the motor
