heating on when turned off?

heating comes on even though the thermostat is turned to zero, it also comes on with just the water on and not the heating with no water running

what type of boiler do you have? some combis have a preheat setting, this heats the water in the boiler to a set temperature but if the divertor valve inside the boiler is faulty it heats the radiators too
