Why is my ariston microgenus 23 combi boiler producing hot water downstairs?

My Combi boiler is producing hot water from the taps Dowstairs and the radiators are hot but the bath/ shower is not hot enough....

It could be something to do with flow rates,the bath tap should be turned on and the regulator set up to give correct temperature
