vectra lacking power?

06 reg Vectra 1.9 cdti sri 150

very rough running and no power, so I replaced inlet manifold (swirl flaps not working), cleaned EGR valve. car runs really good now but still seems to lack power in the low rev range. checked all turbo hoses for splits but are ok. any other ideas.
