How can i fix my jcb m24 hedge trimmers?

when i press the throttle the blades move real slugish like very slow, nowhere near enough to cut a single branch.

use wd40 oil spray on it, start it up do not try to cut anything with at first start up, but keep your finger on the trigger untill it hits full speed, and it frees itself, then use it as normal
