How can I fix my Hoptpoint Dishwasher BF 162 ?

There is water at the bottom of my Hotpoint BF162 dishwasher. I have lifted out the filter which is clean. However, the remainder of the water will not drain and I cannot see how to do this. Also, the program will not change when I press Program button (P)
