Window jammed?

I had my window opened in tilt position and when I closed it and pulled handle down I noticed it wasn't closed properly but now I cant move handle to open it

Had this problem recently, spray some furniture polish in the locking mechanism and on the rim of the window when you get it open, got his tip from a window fitter. you may have to let it soak in for a few minutes then spray it again.
