Mains supply failed
Fuse blown/breaker open
Controls not set properly
ID-10-T error
Element blown (although many of these heaters have moer than one element)
Wiring fault
Low rate electricity supply not switching over
All these are completely basic checks you could make but the fact that you didn't think to eliminate at least some of these suggests you are probably not competent to work on electrical items. Please consider getting a competent techie in before you kill either yourself or someone important.
