The pilot flame on modern boilers only lights when there's a call for heat - it does not stay on all the time.
First the fan runs - then a pressure switch senses that the fan's running OK then the pilot flame is ignited.
I am not a boiler engineer - mere conjecture.
Call for a specialist is my advice...
