Dryer not heating up?

My Hoover condenser dryer model no. VHC 180 won't heat up. The filter light stays on and the off button does not work. Any suggestions please?

when last was it opened and tubes cleaned properly,a lot of moist will stay in machine cause of fluff inside that hold moist and trigger filter sensor
