How can I fix my paper shredder?

How can I fix my paper shredder? I bought a Royal 85x about a year ago. I have not used it a lot. Now it does not sense when paper is pushed into opening of shredder. It will not shred paper. It also makes a ticking sound about every second.

The shredder only shredds one side, so when paper is placed in it pulls the paper to one side which results in it jamming (even if it is a single sheet).
