Cassette will not play, spills lots of tape. Capstan is turning.

if the vu meter bulb does not light up the tape deck will refuse to work and also a wire wound resistor will burn out for some reason

Take it all apart examining it as you go along and then having identified the issues (burnt resistors, belt , etc.), fix and reassemble.
