I have a diplomat integrated washer - the problem is it isnt cleaning the top half. I have taken the plastic arm out and cleaned it a few times - the water seems to be coming out of it during the cycle but for some reason it is not spinning like the bottom arm. Anyone got any suggestions.

It could be the wash pump not running at full pressure, maybe due to a partial blockage in the hose, or the motor binding, or pump vanes broken off.
