how can I mend the problem of not being able to send email?

I am able to receive email, fully use the internet, but am unable to send messages. They wind up in my "outbox" but
when I try to open them to send them I get an error message.
I use Outlook Express for my mail. I have a cable modem,

I cured mine by changing the outgoing mail (SMTP) to 587. This can be found by going Tools... Accounts... Select the account your using and click on properties then the advanced tab... Worked straight away for me

Also possible your Sent Items folder is oversize. This may be the case even if it's now empty, because it doesn't shrink in size until you compact it (Compact is on the File.. menu under Folders)

Its probably your SMTP server settings but as you don't tell us what the error is I can't even guess the answer.
