How can I fix my towel radiator?

I have recently moved and find that the towel radiator in the bathroom does not heat up. I've bled it a little but still not warming up. All the other radiators in the house are working, any ideas what could be wrong??

check the lockshield valves are open.......... but do this a little at a time..... and try bleeding again..
