I've had the same problem with my rover (it's exactly the same model and Reg as yours). Does the engine turn over at all or is it silent? If it's not turning over, try checking the starter motor. Mine went and that's the reason it wouldn't start. It finally started after being bump-started. The same problem happend again two weeks ago when it failed to start. Eventually, I got a new battery fitted and so far so good. Try looking for a Car Transport place near to you. I got my starter motor and battery from there and they are a lot cheeper than shops or garages. Hope this helps.
