I have removed dado rail and used filler and sanded the wall but you can still see some of the marks where the dado was any advice on what to do next

My advice would be to leave it where it is. You clearly do not appreciate original features in your home , probably prefering to make everything as bland as possible. However , you will almost certainly find that any prospective purchaser of your property will not have such a view and will want to reinstate dados, picture rails etc.

A wallpaper scraper will remove a dado rail that was fastened using glue and pins ( the correct way to fasten it ). simply jab it in along the rails length and prise it from the wall. Will cause minimal damage to the wall. If its screwed to the wall then try and locate the screws and unscrew them or use a claw hammer/ crowbar to prise it off.

if it is a wooden one that has been screwed or nailed and you know where the screws are, you could try using a hole cutter around the screws and remove them after.
if it has been glued then it will have to be hammer and chisel but you will cause damage, this is unavoidable
