Water getting in my 53 plate focus?

My Ford focus 53 plate appears to have sprung a leak! In long periods of heavy rain (only happened twice so far but in very heavy rain both times) the passenger footwell gets soaking wet?, Anyone have any ideas what this could be?

the scuttle panel has a rubber seal which if the windscreen has been replaced at some stage needs mastic or similar spreading accross it as Ford didnt do a very good job originally also soaks the pollen filter
