high boiler pressure on weil mcclain boiler?

my pressure releif valve is dripping when my boiler starts heating. valve is a 30psi model and pressure rises to about 28.would my expansion tank cause this? i notice there is no precharge pressure.can this be charged?

yes but heating system must have no pressure when you charge the vessel.
