Fiesta imbolizer problem?

i have a 96 Ford Fiesta petrol, it will not start the starter motor will not turn when trying to start the car but the imbolizer lights flashes countiniously when the ingition is on but does not flash when the key is removed

if light is flashing rapidly it is not recognising key, has transponder dropped out of key? try your spare key.
