how can I fix my worcester 24i rsf combi?

After the fuse being changed we turned the boiler to max. turned the hot water on and it heated up.When we turned the tap off the fuse blew again. any ideas?

just out of interest try changeing the fuse switch off the central heating so the pump doesn't start and try the hot water see if it still blows
