Problems starting diesel Citroen Berlingo?

Car starts eventually, but takes about 5 minutes of trying to get it started. Have recently moved to Wales and is very damp here. Is this likely to affect starting car and any ideas on what I can do?

ELECTRIC COOLING FAN?

I have a citroen c15d campervan.The fan cuts in after a few miles and stays running.The thermostat has been checked and it works ok,coolant level is ok and there are no warning lights showing.
