Rover 45 1,4 replacement master and slave clutch cylinders?

Rover 45 1.4 2003 I've replaced both the master and slave clutch cylinders with brand new components. There is absolutely no pressure at the pedal Any suggestions would be gratefully received

I have changed the resistor pack and still does not work. Any further suggestions other than a new/second hand blower motor
