why are my windows whistling?

we have double glazing and when it is windy they whistle what is the cause of this please.

its a job i have done plenty of times and it could be a number of causes,gasket needs replacing,hinges need replacing,lock needs adjusting or wind might be coming through a gap in your silicone.It also could be the way the window was drained,but i couldnt say without looking at the prob.
