Toyota RS2000 does not pick up bobbin thread?

My Toyota RS2000 does not pick up the bobbin thread even though I have put in a new needle and checked the tension of the bobbin. When the needle is in the down stroke it is like it is catching on something but not picking up the thread. Please can you help.

Your machine will need retiming which you can do yourself, if you e-mail me I will attach full timing instructions, too much to keep typing up all the time, remind me of your problem.
