how do i make my toilet 'clean'/empty the bowl when it flushes?

when i flush the toilet, the cistern fills and emptys as expected but it does not seem to suck everything from the bowl- meaning that paper (and more) is always left behind. i think this may be becasue not enough water is pushed through the system? could this be becasue the ball in the cistern is too boyant? or is there another method to increase the 'suction' created?

if you adjust the ballcock setting in the cistren to let it fill to the max without it overflowing. by turning the little screw on the end of the ballcock arm , you should get more water in to it to clean it out all the way , it could be only half filling the cistren, good luck mick...
