Is the cistern is actually fed from the mains in the first place, or is it fed from the cold tank in the loft?

If there is a stopcock or service valve, is this fully open?

With standard ball valves, there is often a choice of two nozzles; a big one fo rlow pressure supplies like a loft tank and a narrow one for high pressure mains feeds.
