i'd suggest replacing the machine heads from scratch, remove the strings, and unscrew the machine heads from the headstock. New ones can be found online or in musical instrument shops and are around 20 pounds upwards. If you find somewhere that sells the washers seperately then i guess they will be ok, but it sounds to me like they are old and could do with a full replacement.
