Toilet Overflowing permanantly?

Toilet flushes and water fills the cistern but water continues to fill very slowly then eventually runs through the overflow wasting lots of water. System is only 2 years old. Appears not to have a conventional ball cock!

plastic screw on water inlet needs adjusting slightly tun clockwise half a turn this should do the trick
