Could you advise if the plumber is suppose to set any settings required to do so when installing a brand new toilet unit consisting of "PAN & CISTERN",or it is pre set by the factory so no attention is required eg: on (a) water level (b) water flow/pressure entering the cistern after every flush?.

Either you or the installer can do this.

Water level and flow rate can only be set at installation time.

It would be difficult and costly for the factory to adjust water level and impossible to adjust inlet flow rate.
