If you cannot nail ie to concrete then you have to glue it down to the concrete (after first sealing with primer). Do not glue together solid oak, only engineered flooring can be glued together.

No, T/G oak flooring is nailed through the bottom of the T/G joint on the groove side of the board, using an angled nailer.
