I have just emulsioned the walls of a drylined flat which have now bubbled?

I have recently decorated a flat which has dry lined walls. Emulsion had previously been applied but it needed freshening up so I was asked to apply Magnolia throughout. However I have now been called back as the emulsion has bubbled in quite a few places. Can you tell me what to do please

It's probably the paper that's bubbling, not the emo [emulsion]
It should tighten up after it has dried thoroughly.
If not, use a dart or sharp nail to puncture the paper where the bubble is to let the air in to help dry the adhesive which has probably absorbed some of the emo that has soaked through the paper.
