Probably no one really knows for sure, Shirley as this is only a general help forum...however as your steam cleaner isn't producing any steam, I guess the heating element has called it a day.....on my own Polti unit - which is generally worse than useless and doesn't do any of the things its claimed to - a light comes on when its heating up, and the lamp goes off when its up to temperature, rather like a domestic iron. If yours has a light, which is illuminated, this shows that the machine is receiving power even though the water isn't getting hot so its probably best to search out a service agent in your area.
