Why will my Baumatic oven will not heat on fan?

My Baumatic oven will only heat up if I use the non fan setting. I get no heat at all if I put the fan setting on. Presumably this is not the element as then I would get no heat at all. What could it be?

there is a seperate fan heating element so it sounds like that element has blown.it will work on other settings because it uses a different element on these settings
