Harden a sticky painted desk?

A decorater has painted a desk with gloss paint and the top remains sticky about 2 weeks later. Can I varnish the top to make it hard or do I need to sand down and start again? Any other recommendation?

Two weeks and still not dry sounds unusual... I would suspect that the original finish on the desk was still on it when the new paint was applied and that there's a difference in the formulation of the two - some bizaare chemical reaction may be preventing the new paint from drying properly. If you remove the new finish and apply another the same thing may happen - I would be inclined to leave it for a couple of weeks (because I'm lazy) and see if it eventually hardens off. If not, it's sleeves up and stripping back to the bare wood.
