valiant mag 325 hot water problem?

My Valiant Mag 325 is only used for heating water but for the last month or so we only get hot water if we turn on the full tap. if we only turn partial then we get only cold water and the boiler lights up and shuts off intermittently.

The boiler needs a constant flow rate to make the boiler know it needs to fire up. By slowing the water down the boiler thinks no hot water is required and so shuts down.
