how can i fix my Saunier Duval Fanned Flue System Boiler(Themaclassic F24E)?

My boiler is giving me hot water but the heating will not come on. It makes all the right noises when you switch on the heating, but then for some reason fails.
We had 2 plumbers come out, but both unsure of what the problem is.
It is a Saunier Duval Themaclassic F24E Fanned Flue Combination Boiler
