Where does the other belt go in the Bissell steamcleaner 1697 w?

I see where the one belt goes but when I bought the belt packet it came with two different belts. Where does the other slimmer belt go and how do I get to it

I just pulled the brush roller down(GENTLY) that nnth other belt is attached to the roller end by the other belt.
