my boiler packed in last night and im not getting any hot water or heating,i reset the boiler and it sounds like the pump is squeaking.could that be the problem?

ive replaced the main board on the 28i and it works but the upstairs radiators are perminatly on and the boiler doesnt seem to go to stanby. the dial is on min, the pressure is just over 2bar. the air vent valve was replaced as leaking as well as the pressure relief valve?
