freezer gets cold but wont freeze?

recantly bought a secondhand blomberg fridge freezer,freezer compartment gets cold but wont freeze , could this be to do with not leaving it to stand for a while before switching it on ?if so will switching it off and leaving it for a while solve my problem ?
