my tefal paddle has broken off just where the arm go off more slimmer and is what catches the chips up to turn them

They are impossible to repair. I've tried and tried. Glue won't take at all. putting a patch over the brake and screwing it together won't work either.

Bite the bullet and buy a new paddle.

These Actifry Fryers are very delicate.
