Fabric Conditioner draw not emptying of water?

Why does my Zanussi washing machine still have water in the fabric conditioner draw after the complete cycle has finished.

as already mentioned remove the soap draw.remove the bit with MAX written on it and under there is tubes which need cleaning to allow the water to syphon away
