Why is my Hotpoint FFA97 refrigerator compartment freezing?

My Hotpoint FFA97 freezing compartment works all right, but the refigerator compartment freezies every thing. I've tried swicthing off and on the power, setting the display to show the highest temp for the refigerator compartment. Why is this compartment so cold that it freezies?
