More than likely a blockage within the fuel filter, fuel tank breather or carburettor. Or you have a kinked fuel line.

bulb in good condition. engine stoped in use with petpol in tank.could there be a blockage ?

Replace the plastic primer bulb, its aged and become inflexible (like me) so it can't uplift the fuel properly.
Its a universal fitting so replacement should be easy.
