Radiator problem?

Can anyone tell me why when my gas ch system is set to hot water only the upstairs radiators come on too (this hasn't always been the case ) ?? Thanks.

There's a motorised valve - it can direct the heated water to taps or radiators or - in the middle position - to both.

Sometimes the valve gets stuck.
